From its inception, SYVPI was charged with using a risk-based measure to guide service decisions for youth referred to the Initiative. SYVPI partnered with UW faculty and staff on an informal basis to guide the development of an early iteration of a risk assessment tool. Then, in 2013, The City of Seattle contracted with the University of Washington to validate the most current version of this tool and UW recommended that SYVPI convene a working group to develop quality assurance standards and final adjustments to the tool to standardize use and ensure consistency. The workgroup group members included the UW facilitators as well as staff within the Initiative who either 1) supervised the use of the tool, or 2) directly implemented the tool. This manual, the subsequent edits to the original tool and the youth self-report tool are all products of this workgroup. The purpose of this manual is to provide information on how to use the assessment tool and youth check-in and how the information gathered from the tools can help staff manage youth case plans with the focus of transitioning them through the Initiative.
