The National Association of County and City Health Officials has produced this tool to provide local health departments and other public health professionals with resources and information to prevent drug abuse among youth in their communities. Local health departments can use this tool to learn how to identify the problem of drug abuse in their communities, assess community readiness, and develop a plan to prevent drug abuse. This tool also provides an inventory of evidence-based drug abuse prevention programs aimed at youth that local health departments and their partners can implement.
