An important consideration in emergency planning is the welfare of persons with particular medical, mental health, social and economic needs. This section refers to persons with these various needs as vulnerable or at-risk populations, and includes children, persons with sensory impairments (blind, deaf, hard-of-hearing); cognitive disorders; mobility limitations, medically or chemically dependent, tourists, unregistered residents, migrant workers and persons with extremely limited or no English language proficiency, seasonal residents (also referred to as snow birds) and homeless persons.
