State-Supported PPHR Model

PPHR State Level

A state-supported Project Public Health Ready (PPHR) model should be developed to implement PPHR in larger numbers of local health departments (LHDs). This recommendation is a result of lessons learned and feedback from partners, PPHR pilot health departments, and other members. This recommendation takes into account limited funding and the ability to advocate for sustained funding in the future, avoiding duplication efforts with the Public Health Accreditation Board, and state and local collaboration.

The goal of the PPHR State-Supported Model is to create a network of collaboration within an entire preparedness community. This includes partnerships with other first responders, local emergency management, medical staff, volunteer organizations, and the like. A project developed by and for LHDs, PPHR would ensure that state health departments meet local needs. This model would encourage state health departments to implement PPHR statewide, promoting it as the framework for local emergency preparedness to improve statewide preparedness.

NACCHO actively works with states to promote PPHR as a framework to improve the preparedness and response of their LHDs. Currently, NACCHO is collaborating with the Florida Department of Health, the Colorado Department of Health and Environment, the Virginia Department of Health, and the Arizona Department of Health Services to implement PPHR in their LHDs.

A number of tools and resources will be developed to support statewide implementation, including a training for state health department staff, an electronic applications submission process, an online training module for PPHR reviewers, and a state implementation guidance.
