Food Safety Resources: PHAB Crosswalk, Risk Factor Study Guide, and Risk Factor Study Template

Sep 15, 2025 | Christina Rohland

Based on input and requests from our local health department members, NACCHO is pleased to share the following new food safety resources during National Food Safety Education Month (September):

  • An updated PHAB Crosswalk based on the 2022 Public Health Accreditation Board Standards (PHAB) and the 2024 FDA Retail Program Standards (RPS). This Crosswalk demonstrates how documentation can be used to meet PHAB and RPS requirements, helping to avoid duplicative efforts. The previous version was published in 2015; this update reflects the most recent available versions of these Standards.

  • A Risk Factor Study Guide that is a step-by-step resource for those initiating a risk factor study for the first time. This document breaks the process into manageable tasks and brings key resources together in one place.

  • A Risk Factor Study Template that offers sample language, tables, and graphs to help present risk factor study data in a report.

These resources are intended to support local health departments in meeting the FDA’s Voluntary National Retail Food Regulatory Program Standards.  For more resources, visit https://www.naccho.org/programs/environmental-health/hazards/food-safety.
