Using the NACCHO Local Health Department Self-Assessment Tool for Accreditation Preparation, the Berrien County Health Department in Michigan identified Evaluate and Improve Programs as the one public health essential service to address for quality improvement. In order to address this need, the Management Team developed a strategic planning process intended to improve the Department's capacity for Evaluating and Improving Programs by setting goals and creating a plan to monitor progress.
