The health system is the network of people and organizations, including those that protect and promote population health (public health system) and those that diagnose and treat individuals (healthcare system), that together create an effect greater than the sum of their individual efforts and achieve the common objective of optimal health value and equity for all. Local Health Departments (LHDs) play an important role in the national health system and this role is optimized when effective collaborations within the health system are in place.
