East Side Health District has the second highest HIV infection rate in the state, a health outcome which disproportionately affects African Americans. As a result, the community and the health district have identified HIV prevention as a major health issue and priority. The East Side Health District uses outreach and education, as well as screening and counseling at community settings, to increase risk-reducing behavior and decrease infection rates. Working from community settings enables the health department to reach the highest risk populations including men who have sex with men (MSM), sex workers, and IV drug users as well as their partners.
